NEGLIGENCE IN THE RECEPTION DEVICES MANAGED BY THE SPANISH RED CROSS

As a beneficiary of the reception program for beneficiaries and applicants for international protection in Spain, a program administered by the Red Cross from December 1, 2021 to date, I must expose before the Public Opinion and before the International Community, the serious violations of rights suffered in reception facilities managed by the private organization Red Cross in Spain.

Today I dare to publicly denounce the serious human rights violations to which I have been subjected during my stay by those who direct and administer the Red Cross refugee program, as well as the violations of Royal Decree 220/2022, of March 29. , which approves the Regulation regulating the reception system in terms of international protection in Spain.

In Title II, Itinerary of the Reception system, Article 6.- General principles of action:

… “a) Guarantee material reception conditions during the entire period of stay in the international protection reception system and in any of the facilities or resources.

c) Incorporate the human rights, gender and intersectionality approach in all the programs, measures and actions that are carried out, which includes the recognition of discrimination and violence that especially affects LGBTIQA+ people and people because of their national or ethnic origin.

d) Promote and supervise the harmonization of the conditions of the international protection reception system, guaranteeing equal treatment for the assigned persons and minimum standards related to the provision of services, the training of professionals and the ratios of people served.

e) Promote the process of gradual integration and autonomy of the recipients in the territorial area where the reception resource is located, through the design of an individualized itinerary and promoting the participation of the recipients in its preparation.

h) Guarantee that applicants have the possibility of communicating with their relatives, with their legal advisors or advisers, with personnel from the United Nations High Commissioner for Refugees in Spain (UNHCR) and competent national, international and non-governmental organizations and bodies. in any of the reception resources provided for in this regulation.

i) Protect the privacy and confidentiality of the recipients.

j) Promote collaboration and complementarity with regional and local resources for applicants and beneficiaries of international protection.

Article 10.- Assessment of the needs of people in vulnerable situations during their stay in the international protection reception system.

The permanence in the system of people in situations of vulnerability must go hand in hand with a specific assessment of their needs. This assessment will be carried out according to the criteria established by the Secretary of State for Migration and its corresponding gradation, through the expansion, by professionals, with specific training, of relative indicators of age, sex, disability, gender identity , sexual orientation, family situation, ethnic origin, nationality, conditions in the country of origin, or other psychosocial indicators and relationship with the environment, and those others that determine the existence of a situation of exceptional vulnerability and, consequently, conditions, reinforced reception.
The assessment of these indicators based on the follow-up carried out during the stay of the person, which have revealed the existence of a situation of vulnerability, must be registered as soon as they are detected, and this information must be communicated to the person in charge of the resource or center, in order to favor the guarantees and the necessary help or propose referral to a center where particular needs are attended to.
Article 11.- Welcome itinerary

1. The intervention of the recipients will be carried out through a reception itinerary that takes place in three phases: initial assessment and referral, reception and autonomy.

2. In the definition of the itinerary, the participation of the recipient in the planning, development and evaluation of the actions that integrates will be guaranteed, in accordance with the principle of participation contained in Article 6.

3. For the determination of the material reception conditions to which the recipients will have access, the following will be taken into account, among others:

A) The toilet service was in unsanitary conditions, where the sewage overflowed into the bathtub, the sink and the bidel could not be opened since everything flowed into the bathtub, making it impossible to even shower.

B) The hob can only be used with one burner, and even so when you turn on the burner to cook, the breakers go off, to date, you still can’t cook.

C) In winter the heating DOES NOT WORK and there is no hot water either.

D) The internet service DOES NOT WORK (the equipment exists, but the service does not work), completely isolating me from communication and the possibility of training, participation in forums and workshops.

E) We spent a month and a half without a refrigerator (all the foods that required refrigeration were damaged) which were not replaced, the users being the only ones harmed.

F) My food was stolen inside the shelter (I have no economic resources other than the voucher of 40 euros per week for food), I RUN OUT OF FOOD FOR THE WEEK, because the devices are not really safe for the beneficiaries of the system reception for people in need of international protection in Spain.
